Congolese government ground where the Ugandan army operates. The Uganda People's Defence Force has fought the ADF here since November 2021 under Operation Shujaa, in joint operations with the Congolese army, and coordinates with the UN mission in what the UN calls their shared area of operations. Both the state and the Ugandan army operate here: the state governs, the Ugandan army holds positions by agreement. It is not an occupation and not Ugandan territory.
