The Histri — Illyrian Tribes.

A seafaring people of the peninsula at the very head of the Adriatic, where the sea drives furthest into the land. They are notorious pirates: their light ships fall on the merchantmen of the upper gulf, and when the renegade Demetrius of Pharos turned to plunder, it was the Histri he drew into his venture. Their coasts and creeks at the top of the sea make them a thorn in the side of all who trade the northern Adriatic.
