Cities bound to the league across the sea not by conquest but by isopoliteia — a grant of shared Aetolian citizenship. Cycladic Keos, Lysimacheia at the neck of the Thracian Chersonese, and Kios on the Propontis are reckoned Aetolian though scattered across the whole Aegean: the long arm of the league’s diplomacy.
